I've heard that this is basically the way Amazon operates internally, at least for all the AWS offerings, if not the whole store & distribution.

Some game companies use a form of this too. EA has a team for each game as well as a bunch of central teams dedicated various tools and online services that expose APIs or libraries. Each team has a separate budget too, which increases independence (and competition).

So, I suppose my point is: this is a great concept with some success cases, and more organizations should adopt it.
